Yes, you must sign up first in order to do the course. The course fee is only $20/month so if you manage to get a 70% review in the first month it'll only cost you $20 for the three credits.
In regards to your question about Information Literacy, it took me about half an hour because I did it through Penn Foster and then transferred the credit to Excelsior College. It also saves you a couple hundred bucks if you do it this way.
