They mention the large — and growing — number of Spanish-speakers in New York state. Particularly, 1.1 million Spanish-speaking people in NY speak English "less than very well." So I think they are mainly offering this with the intention that it will benefit New Yorkers, then maybe Americans more broadly, since there is a very large market in NY (and the US) for Spanish-speakers educated in the ways of business.
