I've used a program called CutePDF Pro for this kind of thing for years. While it's not free, it was easily the best $30 I ever spent (it seems to be $50 now, still well worth it) as I've been getting updates for 10 years without any attempts to upsell me, or take away functionality.
It can add and remove pages, reorder pages, stitch multiple PDFs together, add and remove passwords, and more.
