its like saying older women are at higher risk than younger women of cardiovascular disease

Not because of age. It's due to hormone changes which cause a number of issues in women's bodies. Hormones regulate so many things in the body. All women do not experience peri-menopause and menopause at the same age. Both also last many years - can be over 10 years!
