Basically - Students are going overseas and paying $15+ Billion for education, Modi wants campuses in India so the money stays in the country

Well, this is a positive step, at least. I appreciate that India has come a long way when it comes to economic liberalization, but I truly hope one day the people and economy of India are released from the remaining shackles of the license raj.
