The easy way to get a haka account unlocked in the past has been to transcribe one of the Xamk open courses that awards a numerical grade credit, which is no longer possible. Someone could still try to sign up for the videogame course even if it is pass/ fail and immediately do the quick history of videogame course and see if that pass/fail course sill works to get a haka account.
I Was able to unlock the Finnish student online ID by signing up for this course and sending an email to IT workers to let me verify my passport.

This course is always open year round, even if you never finish it, there doesn't seem to be repercusion to your student record. Seems to operate as a MOOC that is hidden elsewhere on a different mooc course website for odd reasons but it let me get a full-fledged account. Hopefully you can still get it working. I never really found haka to be particularly useful, but unlocking the Helsinki account to enter their sisu system is quite nice.
Addendum: I do see some changes to the verification of new accounts page where they only accept a few european passports to sign up. I had my account activated months before the EU residency change happened so this might be new. You could still send an email to their helpdesk helpdesk@helsinki.fi and hope they still let you manually verify your passport and if it is still possible, ask for the login to be valid for the full 18 months.
