In case anyone wants to know, the Tech University has a partnership with the Secretaría de Relaciones Exteriores and you can do the servicio social at any Mexican embassy or consulate worldwide. 

As per their FAQ page, Tech is now registered as separate universities in Spain, Andorra, Mexico, Costa Rica, Peru, Colombia, and Venezuela. Having said so, the same FAQ page only seems to mention the Spanish, Mexican, and Andorran counterparts being the viable options to award official degrees at various levels.

It may pay to research these options in more depth before settling on a Tech degree, as it seems each country has different requirements in terms of internships, final projects, etc.
