No, there's no way to "wash" alt credit through another school to get around the 90 credit limit. Your most cost effective choices are going to be either to take RA courses at a community college, ASU online, or some other RA source, or to do a full time/fixed price term at TESU to get enough TESU credits to avoid the residency waiver fee.
In the second case, it might make sense to take your CS electives at TESU and get real grades for them.
