You do not automatically receive any certifications as part of the Metropolia degree, but some of the classwork does cover the same as a certification or two. So, you could pass the Metropolia class and then go take the relevant certification.
For the 600€ portion, that does mean that you may complete them as quickly or as slowly as you're able. I think your "right to study" for the 600€/180 ECTS portion lasts 2 or 3 years. There are some forum members here who have purchased this package and should be able to give you more information in that area.
