That thread's old, things may have changed in regards to the institution (they may have gone for secondary/programmatic accreditation, or anything else in between, such as getting partnerships with another RA equivalent university).  Yeah, it's best to get more details from the real deal to see if it's their Open University division or subsidiary.

If it gets the same status as the original one, it would be a great steal...Very affordable for a PHD program.

However there is a catch in their "policy" which is in Ukrainian language.
2. All of our degree/diplomas are non-licensed programs and do not prepare an individual as a licensed professional in any field without addtional education.
