Someone should research them a bit more, I really wonder as well, seems they're legit until they're proven otherwise...

I saw this from another forum:
https://www.degreeinfo.com/index.php?threads/taras-shevchenko-national-open-university-kyiv-ukraine.50727/

But they cannot come up with a conclusion either.
I have sent an email to the original university, waiting for a reply.

That thread's old, things may have changed in regards to the institution (they may have gone for secondary/programmatic accreditation, or anything else in between, such as getting partnerships with another RA equivalent university). Yeah, it's best to get more details from the real deal to see if it's their Open University division or subsidiary.

If it gets the same status as the original one, it would be a great steal...Very affordable for a PHD program.

However there is a catch in their "policy" which is in Ukrainian language.
2. All of our degree/diplomas are non-licensed programs and do not prepare an individual as a licensed professional in any field without addtional education.

Well, very interesting...

Does point 2 mean that the degrees are not licensed in the sense of not being registered, accredited, or similar with the state/regulator/accreditor?  Does this mean that the degree programs do not meet the educational requirement for entry into a licensed profession?  Does this mean that the degree programs on their own do not meet the educational requirements for entry into a licensed profession , i.e., would you also have to study for and pass the medical license exams, bar exam, professional engineer exam (or the Ukrainian equivalent) and/or complete practical training/on the job training/apprenticeship to practice in a licensed profession?

Seems to me this could be just a standard CYA statement that you find in plenty of program descriptions and course catalogs, could mean these degrees are akin to propios or potentially even less valuable, or something in the middle.

Well pt 2 is ambiguous, and the point is why only the policy page is stated in Ukrainian language and all other parts of the webpage is in English.
Also the chat bot is useless there. It only replies the university history and application procedure,so better beware unless I get some official response.

Hmm, I usually get in contact with the main school and see what they say, many times I come across UK institutions or qualifications and make sure the study center is accepted or approved by them for each Level 7/8 qualification I am interested in. Some tell me they're approved, others are falsely advertising that they're an approved center...
