Im also based in HK. I was going to do DBA with UCAM which is 14K USD. But now planning to do a online lower rankong PHD with a UK university that partner with the same education provider and it will cost 20K USD or less. Which fit your budget. If you really want to know the detail, send me a PM or something. Because they haven't offically offer this yet. But they will announce it around Christmas.
The reason why I'm suggest you to do a PHD is because you mention that you work in a tertiary institute and doesn't mind doing a dissertation only degree. PHD will definitely help you way more for your work and PHD also need to write alot just like dissertation. So why not a PHD.
Im pretty sure that a PHD in a public UK university is going to be accredited in HK. Even it is a low ranking one.
