That's the university. In Russia, they call vocational schools "college".
If you google "ФГОУ СПО СПБ ЭТК Менделеева" there are actually a ton of records everywhere about it.
And yeah that is a really long name that actually has a transcription
So I guess it shouldn't be a problem, and even if it is, there is always a possibility to try and evaluate it in different places, as you have said.
