Yes. And sometimes they already have a license based upon their Masters degree. The pseudo-Doctoral degree looks good on the business card. Most people don't ask questions and are easy to fool, even if they ask. Personally, I don't believe that the people who obtain such degrees are doing so out of ignorance. I believe that most of them know the real story.
