Are you located in the US? I'm surprised to hear about the Masters degree requirements. From what I read on forums and communities like TeamBlind and r/cscareerquestions, a masters is completely unnecessary unless you want to go into data science.
Penn's relevant online options would actually be an MCIT "specifically for students without a background in computer science" or an MSE in Data Science.
