I had U of M on my Masters list as well as I am in-state. Yes, it is more expensive, but the U of M brand in this region is GOLD. The alumni is also a MAJOR value-add as it relates to job hunting and promotions. (My husband graduated from there). If they took NA, I would have tried to make it happen as the ends may justify the means. But there are certainly cheaper options that I am stumbling across and unfortunately will have to go that route. Good luck!

Also, University of Pittsburgh’s School of Computing and Information offers a new online Master of Data Science (MDS) with a price tag of only $15,000 for tuition. Pitt will launch the program on Coursera.

I am currently a data scientist at a fortune 50 company and I thought I would throw my two cents in.
The course selection and curriculum at the school seem strong. Normally, I would be hesitant to recommend it because of the cost, but since you are in-state this could be ideal. The reason is that you should have access to the alumni network and (hopefully) on campus recruiting. University of Michigan is the big dog in the state and I am certain that all of the major companies recruit there. I would definitely take it over University of Pittsburg and even my alma mater, Eastern University, for the network alone. The cost seems high, but unless you are already making 6 figures you will easily earn that additional cost back in salary. I cannot impress upon enough just how brutal the data science job market is for new grads, and if you can use the career center, participate in on-campus recruiting, and have access to the alumni database of the top school in your state that is worth it's weight in gold.

Even as a GT alum, STEM Top-10 public universities are divided into 2 tiers: There are Berkley and Michigan, and then there are the rest of the pack such as UT, GT, UNC, and Illinois

Georgia Tech, UT-Austin, and others are good options from Coursera/EdX, if you can find some more choices that are from Public/State institutions, that would be best, you have to decide from a shortlist of your choices, find the ones that are within budget and have a backup or two.
