Yes, 15 UL credits. 12 credits + capstone.
Note that the credit age thing does NOT apply to electives or gen ed courses. If you have an English Comp class from 15 years ago, that should be fine. There are a handful of exceptions to this, like when TESU wants to see the syllabus for an older course with a strange name that they haven't transferred in before. For instance, something called "BUS-102 Business Practices and Procedures" could theoretically fall under "Intro to Business" or "Principles of Management" and TESU would want a syllabus to know for sure.
