Many developing countries have opposition groups that try to overthrow the government. Some of them are successful, while others are not. Haiti is just another example.

The whole country us now in a major state of chaos. No one knows who's in charge of anything. His wife was also shot. I just hope a hurricane doesn't come along and wipe out what little infrastructure they seem to have. Or another earthquake.

If Haiti gets worse, it may be a great opportunity for another nation to take control of it. France could be interested. After all, they both speak the same language and the EU nation already owns one in South America.
