So there are a lot of options for overseas Americans. It just depends on your personal circumstances.
If they're active duty military, I'm guessing they would have stated that. And, they probably wouldn't be using financial aid.
I don't like to make assumptions about anyone. You needn't be active military to qualify for the military program at TESU. And I've seen some people with veterans' benefits refer to it as "financial aid" before clarifying that they are/were military and want to use those benefits.
They specifically mentioned "FAFSA" aid.
