I would think the opposite - it would be great for people who DON'T have any aid available, because the price is low and you can rack up a lot of credit if you're motivated. We are considering a competency-based degree for my husband (not UMPI) because he doesn't qualify for any aid, and competency-based is so much more affordable than other schools.
