Translating a speech, while a decent enough compromise, seems less than ideal. There may be a need out there for a low cost ASL/PSE/SEE public speaking course. I'm curious what the process would be to start one from the ground up and get it ACE approved.
On the other hand, maybe a partnership with NTID or Gallaudet is in order. Maybe they can find some professors who could moonlight as sign language speech raters.
