Everytime is something new with this University they are making it difficult  every one who a seeking to finished a Degree.

That's pretty standard. Sometimes universities change to make things easier, but they're almost always raising fees and making the requirements more difficult for students. Still, there are only a handful of unis that will allow you to get a worthwhile degree for less than the cost of a new car. Especially in the US.
