I believe the difference is the native-specific aid available. That may not reflect in the price, but may be scholarships or grants on the back end.
Since they receive federal funding, they have to follow guidelines about allowing students of any ethnicity. They were $55 a credit last year too. Someone posted a while back and we were asking whether it matter if a non-native applied. Through my research, ethnicity should not matter.
