COSC is the only good cheap option for an AA, and she could stay with them to do her BA after that, although she can also change her mind later.

I would do some UL courses for the AA, just so she can kill 2 birds with 1 stone if she stays there, or even if she switches. Also, I'd do Study.com first and get a bunch of UL's done, because those are the more expensive option - you could always sign up for Shmoop later if you wanted, and it's only $88/mo unlimited courses, and ALEKS is $20/mo. Take advantage of the more expensive option while you don't have to pay!

8) Social/Behavioral Science - PSY 104: Social Psychology, PSY 105: Research Methods in Psychology, or PSY 106: Abnormal Psychology (UL Study.com)
9) Math - College Algebra or Stats from anywhere
10) Natural Sciences w/lab - BIO 101L: Intro to Biology w/Lab (study.com - only $40 add-on for the lab)

I would also choose the 2 things you want to get your BALS/BSLS concentration in - and do those UL courses as well. Psych is easy to find, so is business.
