Technically, any CIS or COS course (and most CAP and CMP courses) can theoretically be used as a CIS elective. Your advisor is saying they want you to take all upper-level courses (ideally from TESU), but I can tell you that isn't an actual requirement. Of the 18cr required in the CIS AOS, I only had 12cr (4 courses) as upper-level credits to meet the minimum requirement; the rest of my AoS credits were all from lower-level courses.
That said, CIS-103 is an introductory CIS course and doesn't really fit into the CIS AoS, which is intended to be professional or advanced level CIS courses, so it doesn't make sense to try to force the issue. You would be better served to use that course in the BSBA Core (as your Computers requirement) or as a GenEd elective. Take one of the TEEX cybersecurity courses and slot that in the CIS AOS instead. Those are free and shouldn't be too challenging for a CIS/COS student.
