They use a lockdown browser which is basically a customized web browser that is used for test taking and required for the ACE knowledge checks. They are not proctored so you can still take the knowledge checks any time you like. However, while the lockdown browser is running, it takes full control of your computer, so you cannot surf the web or open other applications on your computer. It is designed to make sure you don't use external resources to help you complete the ACE knowledge check.
With the new restrictions, you're only supposed to use the resources that ALEKS provides, which is basically a calculator. So no notes, books, or personal calculator. That said, as far as I know, it doesn't use a webcam or anything to verify that you don't use a second computer, ipad/tablet/phone, books, notes, or your own calculator.
