In most cases, the new school won't even LOOK at the GPA from the old, but will insist on calculating one by their own rules. For example, some schools will let you replace a C, D, or F by retaking a course. The new school may only allow that for D and F grades, or may not allow that at all and will insist on including either both grades or only the first one in their calculation. This is why schools carry all those replaced courses on their transcripts even if they are not counting them in your GPA any longer. It can work the other way, too, with the new school being more generous than the old one. Some schools have grade forgiveness programs for students who return after an extended period. Unfortunately, the forgiveness doesn't necessarily extend to the next school you attend.
For grad school admissions, they may only look at the GPA for last 60 units, or may want to separately enforce a higher GPA for certain prerequisite courses.
For TESU, the only purpose seems to be to enforce their policy of a minimum 2.0 GPA on courses transferred into the degree. I believe the only result from not making that 2.0 is the removal of "D" graded courses until you DO meet it.
As far as I can tell, the GPA on your transcript is only used the school itself to verify you qualify to graduate, and by employers, or other non-academic orgs, who would never bother to do the calculation (they usually can hardly be bothered to verify the degree itself).
