I assume most if not all the questions were answered by now in your posts, and the majority of the answers are actually within the guide, spreadsheet, and wiki. Your budget is too limited, but that shouldn’t stop you.

Just to get more info from you, how young are you, got kids or a family? Which degree are you looking at? You need to set yourself some time to work on mainly Straighterline and Study.com for the bulk of your courses - that’s because you mentioned there are no test centers nearby. Other providers such as WGU, Onlinedegree.com currently don’t offer courses to non US residents.

I suggest three test-out-able RA schools for you if you have no particular degree in mind, COSC for BA/BS, TESU for BSBA/BALS, Excelsior for IT. There are two comptency schools, Brandman and JFKU. Actually, come to think it, I just recall someone from the Philippines looking at the same type of thing on the sister board. You may want to go for UofP or Ashworth to do a BS Business and BS Health Sciences.
