She's also working on her teaching credential so she has tests to prepare for, prerequisites to take and classroom observation to do, and just could not make a bigger commitment. If they continue the program, great she can continue with it, if not, she'll still have some grad credits to build on. Next semester she could probably take two, if she wants to.
