For individuals who have NOT received an Associates or Bachelors degree, you can apply to the BOG AAS if they have 12 credits from a community college. If you have an Associates or higher already, you are not eligible as the degree is more of a "terminal" degree that can be laddered into a Regents BA at one of the WV universities.
