degree planning isn't my lane, however, I especially appreciate you taking the time to write that out. Most people just ask for help and don't provide the details necessary to answer the question!
Based on the type of credit, I'm going to suggest you look at COSC first - you'll have no trouble using CCRS and FEMA.

EDIT to add: The other schools suggested in this thread probably won't take your FEMA. FEMA is the issue, not your police credit. Since you have so much of it, I would absolutely at least get an official application sent in. Send your transcripts and see what they say. Once you see what fills the blanks, you'll hvae an idea of what's left to do and then you can get targeted suggestions from people here. Unless there is some reason NOT to use COSC, that would be my first stop.
