I personally think that their meaning of "independent study" is not the same as your meaning of it. Theirs has to do with learning in the field, as an internship, which you can get credits for at most colleges. Independent study in your world (on this forum in particular) is studying for a subject on your own, then taking an exam to show that you know the info, or creating a PLA to show that you have the knowledge you would learn in a class.
How does TESU show a PLA course on your transcript? Do they just give you the credit as if you took the course? Is there any way the Accountancy Board would even know that it was not a "normal" way to take it?
