My advisor stated that since I had only taken one Excelsior course for the entire degree they would not make an exception to their policy. She did offer an olive branch by saying that all the feedback she had received indicated it was a fairly easy two essay test.

I don't understand this. Are you trying to meet a residency requirement (like 12 credits through EC) so that you don't have to pay an enrollment fee? If so, that is good news that they will accept UExcel towards it and not just EC classes. (I checked that they still offer no residency - except capstone - by paying an enrollment fee and page 3 of the 2015 LA catalog says ACE credit - like SL - is accepted for WER.)
