I found this information on the CSU Global website about enrolling with a non-degree seeking status. I wonder if this means that a non-student could take 15 hours of these exams.
Quote:Many students enroll with a non-degree seeking status instead of starting right away in a bachelorâs degree program. This allows you to earn a Certificate of Completion or finish a couple of courses if you donât currently meet our full undergraduate admissions requirements.
You may complete up to 15 credit hours at CSU-Global with non-degree seeking status. Once you meet all of the requirements, you can choose to enroll in a bachelorâs degree program and transfer the credits you've earned. Please note that non-degree seeking students are not eligible for financial aid.
