Make sure that they understand that there are benefits for both the students and the college - everyone wins! A decent portion of the CollegeBoard's and Prometric's websites are devoted to universities etc. and I believe that the above posters have already listed some of these links.
If they seem very hard and it doesn't seem that they are willing to change... You could try a different approach. Where "No one passes them," or "Only the smart people pass CLEPs/DSSTs, so if you accepted these, you'd be drawing a lot of smart students to your school"... I'm not really sure about this approach, it would be interesting to hear what others have to say/add about it. Though I know I wouldn't recommend this as a first, or even second approach... last resort, maybe.
Definitely make sure that they get that both parties benefit, and that they would not be alone, 2900+ other institutions accept these exams. You may also want to include that it's not just anyone making these tests, but are by the same creators of the AP and SAT, and that CLEPs aren't that much different.
