I'm not totally sure because, well, I haven't done it yet, but as far as I know, yes, once you fork over the 3k you have them for a year and can do whatever you want as long as you meet the guidelines for the second Bachelors.
In fact, I'm pretty sure you can earn the "new" credits of the second degree before you have your first degree as long as they aren't on the first degree's transcript. So you could hypothetically wait a little while before starting the one year countdown if you don't need the degree right this second.
