PhD Cheap by University of Brazil, Campinas

I am looking for information regarding University of Brazil, Campinas (Unibraz). On their website, they claim to be accredited: Unibraz Accreditation Page. However, I would like to verify whether this university is officially recognized by the Brazilian Ministry of Education (MEC) or not.

The reason for my inquiry is that their PhD programs are extremely affordable, as seen on this page: Unibraz PhD Programs. Given the low cost, I want to ensure that their accreditation is legitimate.
Does anyone have experience with this university or any official confirmation regarding its recognition?
Any insights or information would be greatly appreciated!

Given the style of the website, the linguistic markers (such as lack of capitalization), etc., I would venture to say that this is not a real academic institution in Brazil.

I'd go on to wager that this is an attempt to (rather poorly) deceive people, who might think it's the same thing as this university:

on Amazon, they offer BSc in a form of a kindle ebook for $9.99, and a publication on how to craft contagious stories...
I think the owner doesn't even hide his real address which is "rua cinco a 279, cidade singer" and can be found on google maps
on about page, one can find the video of submitting some random document/request/application on a government portal in Brazil, claiming it is actual accreditation
on the photo below, it is visible that they also offer website design, application development and laptops

Please be aware that these programs are not accredited by their countries Ministry of Education. There are other programs that may be a notch above the degree mills, these non accredited programs may even be more useful in helping build and fill learning gaps... What languages do you understand? If you know Spanish for example, why not stick with the Mexican or Spanish degree offerings that may be cheap, easy, fast?

Please be aware that these programs are not accredited by their countries Ministry of Education.  There are other programs that may be a notch above the degree mills, these non accredited programs may even be more useful in helping build and fill learning gaps...  What languages do you understand? Hello, I'm Brazilian and I have never heard of this institution. Besides:

1) They don't have a website in Portuguese;
2) All faculty is foreign, apparently;
3) Photos in the website seem to be AI generated;
4) They say they are accredited, but the image they show is only a protocol and I couldn't find anything in the Ministry of Education website (EMEC);
5) The company do exist, but it is a small company registered in the name of Victor Chinoyerem Nwadike. I googled his name and found he was hired by the city of Campinas in a modest position (Foreign Trade Assistant in a local university) 5 years ago (https://portal-api.campinas.sp.gov.br/si...208385.pdf). 
6) Accreditation in Brazil is costly and bureaucratic. Its unlikely this guy would have the resources to afford it, considering the job he was hired;
7) There are no online PhD or Master's in Brazil by private institutions and only one very specific program in a public university;
8) Online bachelor's do exist, but they usually require at least one in-person activity per semester. 
9) There are online "MBA's" here, but MBA's in Brazil are usually only branding, they are actually like a proprio (we call it lato senso);

Google also links his name to an official document stating his naturalization in Brazil was denied because he couldn't provide the documents required in the process. It is impossible that he would be able to navigate the accreditation process when he could not deal with his naturalization procedure, which is much less bureaucratic. 

This is a SCAM, without a doubt.

I have shared here several threads about legit Mexican universities with degrees taught in Spanish. The cheapest degrees will likely be more competitive and tailored more towards Mexican citizens. But there's plenty of options for online accredited PhDs. You will need at least B2 level Spanish. None of these degrees are in English.

UVEG: Innovation 3 years. Their very first 2 PhD graduates had their ceremony 3 months ago, which was the requirement to get a RVOE number. It costs in total around 3000 USD at the current exchange rate.

These are all public online universities. There's several private schools that are legit of variable cost and reputation. Hard to know which to suggest without knowing budget, degree fields of interest or just want any check in the box degree.
