And yes, that's correct. The Titulo Propio in the US is equal to a Graduate Certificate in the subject they specialized in.
We do not consider Título Propio degree programs as equivalent to US master's degrees as they do not grant access to doctoral study in Spain. Only official Máster Universitario would be considered equivalent to US master's degrees by IEE.

I just explored IEE's website and it looks like they have started serving Canandian clients and have lowered their prices for all evaluations. I would evaluate a UCN PhD as well as a ENEB Masters with them if I were from Canada.

For those looking for Canadian evaluation agencies, I would recommend sticking with the only 5 English options or the 1 French option in Quebec. These are the only ones applicable for Immigration, Study, Work, if you are looking to further your education or for employment purposes, "other options" may work if you have approval from that employer or institution you decide to go with.
Note: The agencies mentioned that are members of NACES, AICE, or even Validential may indicate they will evaluate foreign credentials for use in Canada. These again may work only if you have approval from that employer or institution you plan to either study or work with. I would make sure before using their services, it's best to stick with what's approved.

Since I operate around the world in Project management the ENEB Masters in Project Management may be a good fit. I'm a little confused about the costs and how to get the different discounts when applying for admission or does it only apply to the MBA programs?

Per information shared way back in the beginning of the thread, the MBA requires just 6 additional modules that the Project Management degree does not, so it may well be worth it to pay for, and get, both, even if you only "need" one.

I have been following this thread for a long time, and the institution has value. So I'm going to give it a go, and I may do another if I can knock this one out faster. Wow, what a long thread with a ton of information that just keeps on coming.

That is something I have been preparing for. I have been taking all low-cost project management courses for a few months. This fit's my needs and may have some specific European-based information that will help me as well.

My current job as a Applications Analyst I for the EPIC Ambulatory Project at a Hospital Campus has added the PMP as a list of certifications they are willing to reimburse fees for. It may be possible to use the Master of Project Management as a way to meet continuing education requirements to maintain the certification or require less years of project oriented employment since you would have more years of education to take the certification exam. Even for those two possibilities, that ENEB specialization would be worth it.
