Are you asking others to verify for you? I would refrain from this, it may be free, but they're butt-in-seat, not an online program, even for this cybersecurity program. There are other costs involved, for me, I'll stay away until someone finds out, it's completely free without any costs and also entirely online... or very similar to this.

To decode it, it is in fact an offer for courses of Czech language organized by a department of Charles University in Prague (most prestigious uni in Czech republic). Those courses are paid.
Yes, you can study for free in Czech republic, anything not just cybersecurity, as long as you will study in Czech language. However, you will have to live here. There are very few university programs here that are completely online, I am aware of only one - theology. There is a number of "hybrid" programs, mostly distant study but not exams, for those you will likely have to live at least in a neighbour country for it to be economically feasible.
