Endowments have restrictions on how those moneys can be used. They're not typically available for spending however one wants. An endowment may be stipulated that it is to be used only for the construction of a new art studio or new art building. Endowments are like trusts and how they're restricted in use. I have no doubt that many schools are price fixing and financial aid fixing. But the endowments are separate entities. I'm the first one to complain that Harvard has over a billion dollars stashed away, but it's endowed so they can't just use it for anything they want.
