They're not typically available for spending however one wants. An endowment may be stipulated that it is to be used only for the construction of a new art studio or new art building. Endowments are like trusts and how they're restricted in use. I have no doubt that many schools are price fixing and financial aid fixing. But the endowments are separate entities. I'm the first one to complain that Harvard has over a billion dollars stashed away, but it's endowed so they can't just use it for anything they want.
