I called and spoke with COSC today and they will accept ACE and NCRRS credits from anywhere.
She had not heard of Shmoop but stated that they don't look at where the ACE or NCRRS credits come from, so it doesn't matter where you get them. Maybe the email is in regards to the non-proctored Shmoop credits.

I would take that with a huge grain of salt. I have had a COSC adviser say they don't take Shmoop at all
Your mileage may vary but I would confirm it at the very least before you take the time to do the courses

I was enrolled for a mini-term in winter 2019. That's when I asked.
Like I just said, you do whatever you want to do. The worst thing that could happen is that you waste your time and money on Shmoop courses that don't count, and if that doesn't bother you then it doesn't bother me.
