Maybe. TESU did add that whole bit about "Approved Providers" at the beginning of the year. They have four currently approved, and listed a bunch of the existing providers as "Provisionally Approved – Review Pending". Since InstantCert's ACE offerings came after all of that, it's not impossible they would insist that they jump through the hoop of becoming approved.

Is InstantCert pursuing approval?
Hey guys,
Just a heads up that it looks like TESU has gotten stricter recently and will NOT take our new InstantCert Credit courses for transfer. Here is what one student who tried to transfer Spanish I and College Algebra was told:
At this time TESU is no longer accepting ACE credit from new 3rd party Educational Providers such as InstantCert.com without an additional Educational Provider Review being completed.
We are still working with TESU to try to get on their Approved Educational Provider list. As soon as they give us the approval, I will post an update here.

Wow. TESU is really making crazy decisions this year. As someone who just joined TESU and only 25% done with my credits, this concerns me.

I know when she first joined some other big changes happened that signaled that TESU was moving away from the non-traditional credit model, but I can't recall what it is at this point. I think she has a very different vision for TESU than her predecessor.
And now with the cornerstone and fee changes, I'm pretty disappointed in alma mater and curious what happens next. And hopefully it doesn't start a trend for the other Big 2

Easy enough to switch to COSC if you're only 25% done.

EXACTLY! This is what ACE is for - they do the work so TESU doesn't have to!

Not sure why people keep saying that ACE approval negates TESU's need to accept the provider. Shmoop has ACE approval and TESU won't accept them either, so obviously it's a little more complicated than that.
Hopefully InstantCert can get it worked out soon.

This is ONE provider, and red flags were raised on it. We have not heard of a single other provider that TESU won't take (or at least, didn't take previous to this new policy).
ACE approval DOES negate TESU's need to VET a provider, it does not mean that they must accept it. But why do extra work when ACE already does a LOT of work on these courses before they get their stamp of approval? It's just a silly new policy they put in place, and I'm willing to bet they don't do nearly the amount of vetting that ACE does.
