I just saw this on a 2 year old thread...
"K-State counts graded CLEPs toward their residency requirement."
Can anybody confirm this is still the case and post a link? This seems like a game changer, if true! Big 4?
Thanks

Here is some info on CLEP/DSST credits (DSST offers no grades):
https://go.k-state.edu/Credit-Prior-Learning
[h=4]College Level Examination Program[/h] Kansas State University encourages you to test out of courses in which you demonstrate mastery of college-level material, whether it be through academic instruction, independent study or extracurricular work. The College Level Examination Program (CLEP) is one way students can test out and receive college credit.
Through Spring 2017 letter grades awarded may be calculated in the K-State GPA. Students may opt out of this GPA impact. Beginning Summer 2017 and after letter grades awarded will be for transcript purposes only and will no longer be included in K-State GPA calculations.
Please note the following policy changes
Through the Spring 2017 term letter grades awarded may be calculated in the K-State GPA. Students may opt out of this GPA impact.
Based on a recommendation from the Higher Learning Commission, beginning Summer 2017 and after letter grades awarded will be for transcript purposes only and will no longer be included in K-State GPA calculations.
I couldn't find anything on their website telling you whether the CLEP credits would count for residency. And the grades are going away soon.

But on the question of "Big 4"?, I'm going to go with definitely not. They don't accept other ACE credit. Even if you took all of the CLEP and DSST exams that they accepted (they only accept a few DSST's), it would be enough to get a degree there. You still need a bunch of UL courses, or particular courses in your major, from somewhere.
The Big 3 are that because they accept 114-117cr from ACE. K-State won't. Here's more info:
Graduating
The Kansas Board of Regents requires that you complete at least 120 semester credit hours (some programs require more), 60 of which must be from institutions that have awarded the majority of their degrees at the bachelor's level or above. A minimum of 45 semester credit hours must be in upper-division courses. You must complete at least 30 hours at K-State, 20 of which must be in residence at K-State.

So those UL graduate credits you couldn't use anyplace can transfer in (up to 45 SH) and you can take/retake CLEP or DSST for residence leaving 10 residence hours needed to graduate from my reading.
"Credit is awarded to students who are admitted and/or currently enrolled. If the
letter grade is awarded, it will become part of your K-State GPA. This credit is considered
resident credit and may be treated as prerequisites for subsequent courses. Non-graded
credit by exam will not be counted against credit/no credit limits."
You must complete a minimum number of university general education (UGE) credit
hours at K-State. Credit-by-exam hours may be considered ‘‘transfer credits’’ for purposes
of the UGE policy. Consult your advisor. "
SO CLEP credit will be considered resident credit.

Unfortunately, that sheet is dated 2010-11, so there's no way to know if that's still the policy. If you search the website now, there's nothing current there.

If that's still the case, great. But, that doesn't mean that you can get a degree fully by testing out. You would have to have the exact right credits for whatever degree you wanted to get, which would be difficult to do. But if you can find one that fits perfectly with what you already have, awesome.
Then, the 10cr that you have to pay for will cost you $3004 in-state, or $7971 out-of-state. Plus additional fees for different majors (Agriculture students pay an additional $20/cr hour, architecture students pay an additional $40/cr hour, engineering students pay an additional $84/cr hour, etc.)
Obviously, if you live in Kansas, and have the exact courses needed to get a degree, and have a bunch of CLEP courses (preferably scoring high enough to get A's rather than C's), then you should look into this.

This was the policy at K-State until this semester. It will be changing for anyone enrolling Summer 2016 and beyond. K-State also requires resident credit in the major, so this is not the "game-changer" that it may appear to be.

Does anyone accept CLEP/DSST as RESIDENT credits? That would be a great find?

There was FHSU a few years ago that would let you launder in credits. They were the only ones. They quickly stopped doing that as it didn't bring in any new students. Unfortunately there isn't a school that'll allow laundering.
A good throwback thread:

ANNNDDD... this is why we're back to the Big 3, who don't require residency credits at their schools (except obviously the Cornerstone and/or Capstone).
