Actually both are in my opinion. The HR management course is an introduction to all the branches of the department. Also, both courses are usually required if you are looking to get a HR degree or HR certificate.
Labor relations deals with labor union history and laws, union strategy, contract bargaining, strikes, negotiations, relationships between union and management.
Organizational behavior is business management/personnel psychology and deals with leadership styles, team building, change mgmt, conflict, interpersonal and conversational skills, stuff like that.
I wonder if Org behavior might be a bit easier to study for since you've had management courses (and possibly psychology) you'll see many of the same players (Maslow, Hertzberg, McGregor...).
