we cannot provide such a letter that specifies enrollment after being already enrolled for 13 weeks. Students are either enrolled for eight weeks per-biterm or enrolled 16 weeks total. In this letter I specify when each of your courses begins and ends so they can see how our courses are set up.

It doesn't change the fact that by default, they include the end date but not the start date and you should be able to infer from above that the person means "We have provided you with what we have provided, we do not provide anything else."

Not to mention, she states that she specified the course start and end dates yet she only specified the end date; for the start date, she just stated "fall term". Clearly that's enough for her to use the word "specify".

Without taking a side, I'm rolling back some needlessly disputatious conflict between members. Leaving the thread open for now in case there's anything further on the original issue.
