The pass rates are no longer available - the DoD stopped tracking them quite a while ago, unfortunately. I don't think EC publishes the UExcel pass rates (I've never seen them).

UExcels are generally a little harder to pass compared to CLEP exams (as an example). Just make sure to get as much review/study and not cram for the exam. I just quickly skimmed through the Handbook and it seems that way too, some courses have up to 1/4th of all exam takers failing...
