Some schools are legacy schools. There's one where I live. It's a small, rural college. Without the legacy students, they'd have like 12 students. People attend it because they can't get into Harvard, Yale, etc. They go because grandpa, grandma, mom, dad went there and it's expected. They still need the grades and finances to attend. It's $65K a year plus room and board.

That doesn't really count as a "legacy" admission (in the sense referred to in the article) since they are apparently not given preferential treatment in any significant way.
