I am not surprised. My state has banned this since 1996. The entire argument of my state is it's causing students who aren't the top performers to go to "lower tier colleges and to earn lower lifetime wages". California's schools are brimmed packed full of people. You're guarantee to get into the CalState system if you graduate a California community colleged. Guaranteed.

California banned Affirmative Action in college admissions in 1996. Legacy preference is still allowed.
