I don't think COSC made the changes because they grew too fast, because they actually spent a bunch of money interviewing a bunch of folks who applied but didn't actually enroll. They used a company to do a bunch of focus groups to figure out what made applicants go elsewhere... and then promptly ignored the results. This would imply they actually *are* trying to grow... just aren't interested in doing what the market wants (and what they used to do.)
It's hard to imagine anything other than current administration having their head completely up their ass, because it was once an amazing program with a lot of great options.
